NEARLY 3,000 criminals and remand prisoners should be spared jail each year to curb overcrowding, Scotland's prisons watchdog said yesterday. HM Chief Inspector or Prisons Brigadier Hugh Monro said the prison population should be slashed by more than a third to relieve pressure on space.
