THE image of an empty speedboat circling uncontrollably in the sea last Sunday week is a chilling one, which onlookers described with helpless disbelief. The Milligan family had been out on the boat in the estuary off Padstow, Cornwall, when they were flung overboard. Nick Milligan, 51, and his eight-year-old daughter Emily died, while his wife Victoria, 39, had her left leg amputated below the knee. Surgeons saved the couple's four-year-old son Kit's leg, while their other two children, Amber, 12, and Olivia, 10, escaped serious wounds. The Marine Accident Investigation Branch reported today that whoever was driving the boat had not being wearing a kill cord, which would have cut the engines.
