SOCHI, Russia. May 15 (Interfax) - The Kremlin said it is "surprising" that a scandal in which a U.S. diplomat was briefly detained in Moscow on suspicion of spying broke out shortly after Russia and the United States declared a desire for closer cooperation between their intelligence services.
