ABSTRACT
Hazelnut has been produced on an area of 660 thousand hectares in Turkey since 2010. Turkey produces approximately %76 of hazelnut production in the world, and %85 of the hazelnut exportation is carried out by Turkey. Hazelnut production has environmental, social and economic impacts on Black Sea region. In this study, hazelnut policies pursued in Turkey has been analyzed, and some suggestions about existing problems in this sector have been offered. In addition, policies and implementations in the other countries producing hazelnut have been focused as well. Along with hazelnut production' spreading over large areas especially in Middle and Western Black sea regions, an increase in the hazelnut production areas as a consequence of support purchase and support price implemented for a long time has also caused significant problems. The increases in production areas and subsequent problems related with this increase have led Turkey to find out new solutions. As an outcome of this solution seeking, some policies like restricting plantation areas and alternative production projects have been determined; however they have not been implemented. It has been accurate to end support purchase in accordance with New Hazelnut Strategy since 2009. However, New Hazelnut Strategy is based on some implementations like Alternative Production Support and Direct Income Support which were attempted and resulted in failure. Instead of some policies like support purchase, support price or field-based support, some support policies about sustaining appropriate minimum farm size, productivity growth and type standardization should be aimed so that long-term improvements could be provided in terms of farmers' income and income balance.
