ABSTRACT
The article discusses the U.S. Supreme Court case Yousuf v. Samantar wherein the plaintiff filed torture claims against Mohammed Ali Samantar, former Prime Minister of Somalia, under the U.S. Torture Victim Protection Act of 1991 in the U.S. Court of Appeals' Fourth Circuit. Samantar was sued for torture during his governance. The U.S. Department of State denied his application for immunity under the U.S. Foreign Sovereign Immunities Act. The court granted a certiorari to him.
