LET'S hope it isn't a bad omen. Scotland's new single police force comes into effect on April Fools' Day - but it mustn't be allowed to become a national joke. Unfortunately, that is a very real danger unless something is done, urgently, about the antiquated computer systems which, in places, are failing to keep pace with the modern era.
