ABSTRACT
ObamaCare could drive up per-person health claims by 32% in the individual market by '17, the Society of Actuaries said. The cost surge would come as patients now covered via state high-risk pools move to ObamaCare exchanges. Meanwhile workers in relatively poor health, now covered by their employer, are seen migrating to the individual market.
