ABSTRACT
This paper presents a method to simultaneously maximize reliability while minimizing the cost of Phasor Measurement Units (PMUs) for full Observability in power systems. The formulation incorporates the reliability of individual PMUs and finds a placement that is optimal cost-wise while exceeding a specified level of system-wide reliability. This multi-objective problem is formulated as a nonlinear programming model and solved for the IEEE 14, 30, 57 and 118 bus test systems. The results show that traditional optimal cost only PMU placement formulations achieve a system reliability of ∼0.5 which is improved to 0.9 with the proposed formulation.
