WHAT a liberal approach they take to public money at the Arts Council. At the end of a week which saw a splashy goodbye party thrown for the Council's departing queen bee, Dame Liz Forgan � salmon nibbles and Left-wing selfcongratulation all round, paid for by the taxpayer to the tune of �8,130 � there now comes news of more largesse at the State arts body.
