ABSTRACT
We use individual transferable quota (ITQ) consolidation in New Zealand's commercial fishing to illustrate three different methods of measuring con- solidation: the Herfindahl Hirschman Index (HHI), conditional Gini Coefficients, and conditional Lorenz curves. The Lorenz curve allows for conditional specification over stratified groupings, which yields straightforward in terpretation and illustration of overall inequality for more nuanced interpretations.
