ABSTRACT
Most of western states has made dealing with Orient issue an indispensable element of their foreign policies particularly since the second half of 19. Century. Ä°n this context, since begining of the century, Armenian issue starting mobilitation on the basis of politic and cultural progress has been brought into "problem" in the result of following policy of American and European states since the second half of century. Ä°n this article, dealing with 1895-1896 years when Armenian incidents occured intensely details of relationship, minister of foreign affairs of Ottoman, Ahmet Tevfik Pasha conducted with representaties of westwrn states will be dealt.
