State is a social phenomenon existing for ages. For the definition of "state", political scientists and social thinkers has always sought the answer of "what the state is". The diversity of concepts and definitions about state is due to different understandings. While making different definitions about state, the tasks undertaken by the state is also indicated. Naturally, the state needs certain financial resources to come up with the goods. For the financing of public services, the state can provide the needed income in different ways. In its historical development process, although previously financial liabilities often paid in kind in the form of goods and services, today public revenues are collected in cash. In this study, we will discuss the reasons of the intervension of the state in the economy in details. In addition, different definitions about state will take place in this study.
