ABSTRACT
Democratic societies are accepted as an indispensable tool, the development of non-governmental organizations, human rights and freedoms in the name of the institutions that have important functions. Non-Governmental Organizations the emergence of structures is actually a public relations process. Them about any problem or reason for the formation of a neglected issue within an organization formed of individuals or specific target groups to mobilize public opinion to make a planned and ongoing studies. Basically, similar to today's civil society organization with exceptional hilfü'l-füdûl as a civilian building before the arrival of Islam in the name of defending the basic human rights and freedom is an institution created by people sensitive of Mecca. The Prophet (pbuh) first joined this organization before prophethood. Appreciation of this organization and repeat the process after having been assigned prophethood such delegations stated that they could join. Implementation is carried out in organized this kind of felt need in the community when possible.
