ABSTRACT
The article discusses the roles of civil servants Harry Lloyd Hopkins and Henry Agard Wallace, both natives of Iowa, in shaping government policy and legislation for U.S. President Franklin Delano Roosevelt's Social Security program. Both Hopkins, who headed the Federal Emergency Relief Administration (FERA), and Wallace, who was the U.S. Secretary of Agriculture, served on Roosevelt's Committee on Economic Security and researched various forms of social insurance.
