ABSTRACT
The article presents a notice of a proposed consent decree from the U.S. Environmental Protection Agency (EPA) in accordance with the Clean Air Act (CAA). The purpose of the notice is outlined which aims to address a lawsuit filed by Sierra Club in the U.S. District Court for the District of Columbia. The plaintiff claimed that the EPA failed to take action on state implementation plan (SIP) submissions.
