ABSTRACT
Documents in the Barclays Libor-fixing case include correspondence showing the British bank notified the N.Y. Federal Reserve Bank in '07 that banks might be manipulating the interest rate used as a benchmark for many loans. Treasury Sec'y Timothy Geithner, then the N.Y. Fed's president, asked British regulators to make the rate-setting process more transparent. Congress sought the documents as part of a probe of the scandal.
