7.� �More questions over future U.S. fiscal policy and Europe's debt crisis popped up in the Fed's latest survey of business contacts and economists. Uncertainty in those areas was noted in manufacturing and real estate. The beige book said autos and steel were strong and the labor market is steady or growing modestly. Cost pressures eased on lower energy prices, and skilled labor was hard to find.
