ABSTRACT
The central bank's program to lower long-term rates by shifting its asset holdings, dubbed Operation Twist, isn't reflected in today's low rates, said Dallas Fed Pres. Richard Fisher, who's not on the policy panel. Instead, low rates reflect investors' move to safe-haven assets amid Europe's debt crisis, Fisher said. He's "extremely suspect about (Operation Twist's) efficacy."
