The article offers information on a notice of proposed rulemaking issued by the Copyright Office of the Library of Congress regarding amendments in its regulations governing the definition of a "claimant" for purposes of copyright registration. This amendment clarifies that a claimant of copyright must be either the author of the work, or a person that has gained ownership of all of the exclusive rights belonging to the author. Written comments on the same can be submitted by July 16, 2012.
