ABSTRACT
The article offers information on a notice of proposed rulemaking issued by the Coast Guard of the U.S. Department of Homeland Security. The Coast Guard has proposed to establish a moving safety zone around large cruise ships as they transit the Lower Mississippi River between the Port of New Orleans Cruise Ship Terminal and the Southwest Pass in Louisiana. Comments on this proposed rulemaking can be submitted on or before June 18, 2012.
