Asbos are not the only answer

THERE is very little genuinely new in the Criminal Justice White Paper. The suggested reforms were put forward either in last year's consultation or government proposals predating this. In part, it can be seen as timely consolidation. But a chance has been missed to take a strategic look at how the range of anti-social interventions interact with the criminal justice system. Although Asbos, with their blurring of civil and criminal law, would be replaced by separate civil and criminal sanctions, breach of the new civil crime prevention injunction would still carry criminal penalties.
