The article focuses on the redistricting proposals by Phoenix City Councilman Tom Simplot in Arizona. It says that the redistricng process would gather more gay neighborhoods in District 4 being represented by Simplot. Simplot notes that rdistricting is the key in maintaining LGBT representation on Phoenix City Council. Moreover, the two proposed maps would add gay and gay-friendly neighborhoods to the district.
