ABSTRACT
The article reports that states receiving waivers for the U.S. No Child Left Behind (NCLB) Act mandates are required to focus on low-performing schools without assurance of additional federal aid. In addition, states must identify the 5 percent of lowest-performing schools as priority schools and those with achievement gaps as focus schools. States including Colorado, Georgia and Kentucky have concerns about funds for their at-risk schools.
