ABSTRACT
The article discusses how the U.S. Presidential stamp series of 1938 came to fruition. In 1937 U.S. President Franklin Roosevelt ordered Postmater General James A. Farley to create a new definitive issue to replace the 1922-25 series. A national competition was announced to design a prototype which was won by artist Elaine Rawlinson. The article also discusses the various political issues that shaped the final design of the series.
