EXTERNAL RELATIONS MANAGEMENT: A CRITICAL SET OF FUNCTIONS AND COMPETENCIES FOR FEDERAL CAREER EXECUTIVES

ABSTRACT
This article examines the importance and role of external relations management functions and competencies in executive positions in the federal career civil service in the U.S. Executives have to be able to integrate technical and program content issues with other concerns, such as short and long term implications and relevant political, social, and economic factors. Many entrants into the Senior Executive Service (SES) will have to deal with a set of external issues and concerns with which they have had little or no previous experience, suggesting that executive development programs for SES candidates should pay particular attention to providing participant exposure to relevant external issues and dealing with an expanded array of job-related contacts. Further, given that SES managers are at the top of the career hierarchy and will be most directly responsible for carrying out the policies and priorities of the elected leaders and their appointees, it is desirable that SES incumbents be provided with opportunities for updating and further developing their competence in external relations management activities. In view of the differences between government and private sector decision-making and environment, this may be particularly important for those SES members with little or no previous federal experience.
