Negotiations on U.S. troop levels in Afghanistan beyond NATO's 2014 pullout have bogged down over issues of detainees, night raids and quarrels among Afghan officials, throwing the whole deal into question. Separately, a suicide bomber killed at least two civilians at the gates of the NATO base where copies of the Quran were burned.
