ABSTRACT
One fault in Public Administration's several abortive efforts to develop a guiding concept has been its conceptual generosity, if not porosity. Generally, the search has been for a concept or paradigm -- roomy enough for all historic PAers to find space beneath while it also provides a firm connection between Political Science and Public Administration. Detailed chapters and verses are provided by several conceptual singularities or (perhaps better said) gentle metaphors: Politics and Administration, the New Public Administration, Simon's original fact vs. value separation, Ostrom's Democratic Administration, the public policy approach, and the contemporary wit and will being devoted to public/private classifications.
