ABSTRACT
The article discusses the absence of several economic and environmental implications in the cap-and-trade (CAT) legislation. It is mentioned that, Agricultural Soil Carbon Sequestration (ASCS), which is primary source of emissions offsets, can lower the general cost of achieving emissions reductions. Several studies related to temporary ASCS offsets for the supply and demand side of the offset market is also presented.
