ABSTRACT
The article reports on the campaign among insurance producers to have their commissions exempted from the minimum medical loss (MLR) ratio calculations under the U.S. Patient Protection and Affordable Care Act (PPACA). The PPACA requires insurers to spend a minimum amount from every premium dollar collected from individual and small- and large- group markets. The Health and Human Services Department has issued a rule against the exemption. The insurers have brought their case to the Congress.
