ABSTRACT
The article presents the U.S. Coast Guard's final rule for the establishment of a safety zone on the Willamette River surrounding the premise of the Waverly Country Club located in Oregon in 2011. It notes that the goal of the Coast Guard is to improve the maritime public's safety during firework displays. It is also mandated by the Coast Guard that the Captain of the Port has the authority to prohibit persons and vessels from entering these safety zones.
