The article offers updates over the concept of incentives as used in state and local governments in encouraging economic activity. It stresses the need to reevaluate incentive policies and economic development strategies as the form of incentives and its leverage changes as state or city's economic needs also changes. As an example, Arizona has implemented the Competitive Package or HB 2001, which established more effective incentives aimed at encouraging development projects across the state.
