The list includes insufficient force protection to ensure the highest degree of survivability across a spectrum of operations; physical and cognitive overburdening of soldiers in small units and its long-term impact; and, difficult operational maneuverability in complex, austere, and harsh terrains and at high operation tempo (OPTEMPO).
