The article discusses the background and effects of the value-based purchasing-a pay-for-performance program initiated by the Centers of Medicare & Medicaid Services (CMS) for the fiscal year 2013 which is budget-neutral. The program involves applying incentive payments earned by hospitals to Medicare discharges occurring on or after October 1, 2012. Hospitals will receive the incentive payments by January 2013 since the CMS will still upload the data into the claims processing system.
