Considers the possibility that the State Environmental Quality Review Act (SEQRA) will be shaped by developments beyond the borders of New York including the globalization phenomenon. Potential effect of globalization on the content of substantive environmental norms in New York; Reasons behind the potential impact of globalization forces on domestic environmental laws and practices.
