ABSTRACT
The article discusses the enforcement of the Health Insurance Portability and Accountability Act (HIPAA). On February 22, 2011, the Office for Civil Rights of the U.S. Department of Health and Human Services (HHS) fined Cignet Health in the amount of 4.3 million U.S. dollars for failure to allow patients access to their medical records and non-cooperation in the investigation. The Massachusetts General Hospital in Boston, Massachusetts was another hospital penalized for violation of HIPAA.
