ABSTRACT
The article looks at carbon offsets which can incentivize more bad behavior. The U.S. Government Accountability Office (GAO) stresses that the use of carbon offsets in cap-and-trade system can undermine the system's integrity. It emphasizes that offsets allow pollution to continue and even increase, so long as the polluter buys some other carbon offset elsewhere.
