ABSTRACT
The article discusses the business strategy and human resources (HR) challenges of Sunderland City Council in England. Sunderland is consistently rated excellent by the Audit Commission because of its performance. Its workforce of more than 8,000 was about double that of the Nissan car factory. According to Sunderland HR director Sue Stanhope, redundancies are a high-cost policy option because they elevate costs in the short-term to acquire savings in the long-term.
