Testing a Revised Measure of Public Service Motivation: Reflective versus Formative Specification

The article presents a study to test a revised measure of public service motivation (PMS), and to analyze whether PSM is defined as a formative or a reflective measurement model. There are three important issues regarding the PSM measure. The first issue is whether the items measuring the attraction to policy making (APM) dimension are suitable to represent a rational base of PSM. The second issue concerns the dimensions of PSM. The third issue is whether PSM needs to be defined as a reflective or formative measure.
