ABSTRACT
The article shares the thoughts of Anne Gibson, president of the Public Sector People Manager's Association (PPMA) and head of human resources (HR) at Norfolk County Council, on various issues related to the public sector in England. According to her, the government is introducing a major change in policy that challenges the notion of what the public sector is there to do. She says there will be huge job losses across local authorities nationwide including Norfolk County Council which will cut 1,000 jobs in 2011.
