ABSTRACT
The article reports on new legal tools and opportunities regarding energy efficiency and conservation in the U.S. It refers to new legal and financial measures taken by the government in order to broaden the opportunities available to businesses, homeowners, and others to reduce their energy use. It is reported that state energy efficiency budgets doubled between 2007 and 2009.
