It states that as the pace of technology quickens, the country's outdated infrastructure becomes more apparent, and the cost of having to constantly upgrade takes a toll on existing resources. To address this, it suggests using existing technology for other uses, such as broadband spectrum for smart meter applications, and radio networks to addres communication interruptions, among others.
