Iniciativa Nacional de Inovação: modelo conceituai de prospecção tecnológica para áreas estratégicas no Brasil

Within the scope of the National Innovation Initiative (NII) - a multi-year effort engaging governmental, academic and industry sectors in Brazil - three prospective studies had been developed covering the period from 2008 to 2005.Their results will help decision-makers to build up the agendas that will compose the National Innovation Initiative (NII) focusing on emerging and strategic technologies. These technologies include nanotechnology, biotechnology and information and communications technologies (ICT). This work aims to present a conceptual model developed for those prospective studies and respective methodology which encompasses the following stages: 1)definition of technological topics which should be prospected; 2) a delphi survey about general questions on the development of nanotechnology; biotechnology and ICT in Brazil; 3) collective construction of a future vision, including technological and strategic roadmaps of logical groupments in each area (nanotechnology; biotechnology and ICT). Those maps indicated the more promising applications and strategic options for the country; 4) proposal of action plans (short, medium and large terms) which should integrate the NII Agenda, according to six dimensions: human resources, physical infrastructure, investments, regulatory landmark, ethical aspects and perception by society and also market aspects.
