The article comments on Secretary Vance and Security Advisor Brzezinski's meeting with some 800 American businessmen on January 15, 1979 regarding American policies towards China and Taiwan. They discussed the establishment of a new American Institute in Taiwan, which will serve as the vehicle for conducting American relations with the Republic of China. The Institute will also perform an embassy's usual consular, cultural and commercial functions.
