ABSTRACT
The article presents a study which determines the compliance of the city and municipal libraries in Laguna, Philippines with the Minimum Standards for Public Libraries formulated by the National Library of the Philippines (NLP). It outlines the method of the study, which uses intensive review of the local libraries' staff, budget, and facilities. The study found out inadequate compliance due to the failure of the authorities to implement such standard.
