ABSTRACT
The author reflects on the speech of lieutenant general Donn A. Starry, commander of the U.S. V Corps in West Germany, delivered at the graduation ceremonies of the Frankfurt American High School. The reaction of the U.S. government on his speech, and the criticisms of President Jimmy Carter administration's handling of Starry's case are also presented.
