ABSTRACT
The article assesses works of the United Nations (UN) in 1976. First, there was a consideration of Vietnam's membership to the body, which the U.S. vetoed based a bureaucratic regulation. On the other hand, it accepted memberships of various countries including Namibia and Sao Tomé e Principe. The UN is also sponsoring a dialogue between North and South. Within the UN, the Soviet Union is losing its leadership position and support among the Third World. This waning Soviet leadership are also reflected in UN conferences, where it was increasingly isolated.
