ABSTRACT
The article considers the initiative of Soviet Union's Premier Leonid Brezhnev at restoring solidarity among communist parties and communists around the world. At the behest of Brezhnev, a meeting of all European Communist parties was held in East Berlin. Brezhnev also participated in the Helsinki conference which legitimized and guarantees the boundaries of communist and non-communist countries. He also visited Yugoslavia and Rumania. And in the aftermath of Mao Tse-tung's death, Moscow toned down its criticisms of China.
