Olympic Crisis Deepens

The article focuses on the efforts of Moscow to plan the 1980 Olympic Games. The Soviets have taken this last project vigorously in hand. Moscow plans to establish national quotas for spectators permitted to enter the Soviet Union for the Olympic Games. The reason for quota is that the facilities at Moscow cannot handle greater numbers. This is partially true. But a shortage of first-class facilities is not the real reason for the Soviet quotas. Another reason for the quotas on tourists is that the Soviet Surveillance apparatus will be restricted to 300,000 visitors.
