ABSTRACT
The article reports on United States Representative William Steiger's proposed amendment that would return capital gains taxation to the pre-1969 rules. Supporters of the Steiger amendment claims that the higher capital gains tax rates have generated lower tax revenues. The administration's tax reform proposals would tighten capital gains taxation.
