The article focuses on the significance of street-level organizations in Great Britain in making an effective public policy. It discusses a perspective on the debate regarding the effectiveness and the political implications of new public management (NPM) strategies. It discusses the role of street-level organizations in the delivery of the Temporary Assistance to Needy Families (TANF) legislation. Street-level organizations are not policy-makers, but they are the de facto policy makers that construct policies in an informal way.It conclude that the analysis on the role street-level organizations in the delivery of policies reveal the limitations of NPM and provides the foundation for its development.
